John W. Boerstler

John W. Boerstler currently serves as the General Manager, US Federal at Granicus, a global software company focused on improving citizen experiences and engagement with the agencies that serve them. Concurrently, John serves as an adjunct professor at Georgetown University and as a Senior Fellow at the German Marshall Fund of the United States, a think tank committed to improving the EU-US transatlantic relationship.

Prior to his role at Granicus, John served as the Head of Public Sector at polling and market research firm Ipsos Public Affairs where he led a large team of social science researchers delivering data-driven insights to government agencies and commercial customers. Before re-entering the private sector, John served as the Chief Experience Officer and Assistant Secretary at the United States Department of Veterans Affairs (VA) for nearly 4 years. In this role, John provided oversight of the qualitative design and quantitative survey capabilities housed within the Veterans Experience Office and worked collaboratively within VA’s leadership to help achieve greater access and health outcomes for veterans. Before his appointment at VA, he served as the Chief Executive Officer of Combined Arms, a disruptive technology company that ensures the social determinants of health (SDOH) are uniquely addressed for underserved populations.

John is also a recipient of both the Eisenhower and Marshall Memorial Fellowships, having traveled globally to compare and develop military-to-civilian reintegration systems. As the first Marshall Fellow, John completed a 3-year project in Ukraine to assist in the development of their Ministry of Veterans Affairs–the first of its kind in Europe–and led a multi-national convening of EU and NATO leaders from 14 member states to launch, advise, and validate the newly created ministry. John is now collaborating with Ukrainian lawmakers and European investors to craft a strategic plan for military-to-civilian reintegration programs as a major pillar of post-War reconstruction.

John is a native Texan who also worked as an advisor to two mayors of Houston, on the staff of a U.S. Congressman, and served honorably in the United States Marine Corps as an infantry unit leader in the Iraq War and in East Africa.

He holds a Master of Public Administration from the University of Houston and a Bachelor of Arts in Political Science from Texas A&M University.
